黑龙江省孔子学院联盟成立于2022年9月,是在自愿、平等、合作、共赢的基础上,由黑龙江省孔子学院(课堂)中方合作院校及相关机构共同发起成立的开放性、非营利性组织。首批理事成员单位由哈尔滨工程大学、黑龙江大学、哈尔滨师范大学、黑龙江中医药大学、黑河学院、黑龙江外国语学院、黑龙江教师发展学院等7所高校组成。哈尔滨师范大学是联盟首届联盟理事长单位。黑龙江省孔子学院联盟是新形势下黑龙江省对孔子学院发展的积极探索。联盟将搭建龙江孔院高校的合作平台,促进院校间在共建联合互动工作机制、共建共享智库资源、共建人才培养机制、共建对外合作交流平台、协同开展中外人文交流等方面开展全面合作,有利于聚集和整合黑龙江省内院校的教育教学资源,进一步助力中外教育合作,服务黑龙江省文化交流“走出去”,为实现“建设开放龙江”和“构筑中国向北开放新高地”作出贡献。
To further gather and integrate educational and teaching resources of colleges and universities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and give full play to the key role of the Confucius Institutes (Classrooms) run by the universities in this region in international Chinese language education and the strengthening of friendly cooperation and cultural exchanges between China and the rest of the world, the Confucius Institute Partner University Alliance of the Guangdong-Hong Kong-Macao GBA was established under the initiative of Guangdong University of Foreign Studies in collaboration with eight other universities in the GBA. The Alliance was founded at Guangdong University of Foreign Studies on November 5, 2021. With mutual exchange and learning and win-win cooperation as the tenet and by relying on the strategic position of the GBA, the Alliance aims to establish a regional Confucius Institute (Classroom) alliance with the Chinese colleges and universities running a Confucius Institute (Classroom) in the GBA as major participants and other institutions as a source of support. The areas for cooperation include Confucius Institute (Classroom) and relevant personnel training, scientific research, collaborative innovation, interconnection and sharing, and policy consultation in international Chinese language education.
The Alliance is run under the guidance and coordination of the Education Department of Jiangsu Province. The members mainly include the Chinese partner institutions eligible to run a Confucius Institute (Classroom) and colleges and universities offering the program of international Chinese language education in Jiangsu, with involvement of other schools, companies and organizations that are committed to the promotion of international Chinese language education, the spread of Chinese culture, and cultural exchanges between China and the rest of the world. The goal of the Alliance is to establish a non-profit, unincorporated academic organization in which high-quality educational resources are shared; push forward multicultural exchanges and mutual learning across the world; and serve the Belt and Road Initiative in an effective manner and establish a community with a shared future for mankind with joint efforts.
The Alliance aims to undertake the following major tasks: to integrate high-quality educational resources of various member institutions and assume the responsibility for developing resources and training talents for international Chinese language education; conduct academic research on international Chinese language education and organize cooperation and exchanges in international Chinese language education; comprehensively improve the development of international Chinese language education in Jiangsu in line with the principles of cooperation and exchange, resource sharing, collaborative innovation, and advancement of the influence of the Alliance and in accordance with the requirements of the Regulations of the Alliance; and provide Jiangsu’s specific solutions for the reform and innovation of international Chinese language education in China and make Jiangsu’s contribution to the revitalization of opening up in education to the outside world in this new era.
Management mechanism: A secretariat unit is set up within the Alliance, with relevant personnel on duty in turns every four years. The secretariat unit is mainly responsible for the daily affairs and management of the Alliance, as well as the organization of specific tasks of the Alliance. Additionally, a chairman unit and seven vice-chairman units have been established for the high-quality and efficient operation of the Alliance, in addition to a number of director units.
The Thai Confucius Institute (Classroom) Development Alliance is an unofficial organization spontaneously formed by Confucius Institutes and Independent Confucius Classrooms in Thailand. The Alliance was formed with the aim to promote Chinese teaching in Thailand, Sino-Thai cultural exchanges, and strengthen bilateral friendly relations. The Alliance hopes to actively integrate the Belt and Road Initiative and uphold the key values of “commonality, sharing and co-establishment”. It will provide a platform for cooperation, sharing of resources, tapping on each other’s advantages and enhancing mutual development, and strive to build a new development model with regional characteristics. The council of the alliance is composed of a rotating chairman unit and a rotating vice-chairman unit. The Council is responsible for day-to-day work, and has a secretariat, composed of five departments, namely, the Administration Department (lead unit: Confucius Institute of Bansomdejchaopraya Rajabhat University), the Planning Department (lead unit: Confucius Institute at Prince of Songkla University), the Activity Department (lead unit: Confucius Institute at Phuket, Prince of Songkla University), the Publicity Department (lead unit: Confucius Institute at Khon Kaen University) and the Technology Department (lead unit: Confucius Institute at Chiang Mai University).
Currently, there are two Confucius Institutes in Tajikistan, namely, the Confucius Institute at Tajik National University (founded in August 2008) and the Confucius Institute at the Mining-Metallurgical Institute of Tajikistan (founded in August 2015). The two Confucius Institutes have 18 teaching sites in total, covering Dushanbe, the capital of Tajikistan, and Khujand, a key industrial city, and their surrounding areas. Both are considered a major force of international Chinese language education in Tajikistan. The Confucius Institute Alliance of Tajikistan was established to promote international Chinese language education in Tajikistan in a pragmatic manner, give full play to the respective advantages of the two Confucius Institutes in Tajikistan, and achieve the goal of sharing resources, learning from each other, and generating a synergy between the two institutes. Joint efforts will be made in (but are not limited to) the following areas:
1. The two Confucius Institutes will work together in formulating the development plan for international Chinese language education in Tajikistan and push forward the undertaking of international Chinese language education in Tajikistan through overall planning and coordination.
2. Resource sharing will be realized on the premise that relevant and respective management requirements are met to gradually achieve short-term exchanges and job shifts between teachers of the two Confucius Institutes and joint operation of the business.
The Global Alliance of Confucius Institutes of Chinese Medicine (GACICM) was launched in September 2020 by the Confucius Institute of Traditional Chinese Medicine and Regenerative Medicine of the National University of Galway, Ireland, and has gathered 17 Confucius Institutes (classrooms) with Chinese characteristics around the world. Since the founding of the Alliance, all member units have cooperated to promote the innovation of teaching mode, strengthen the joint development of courses, deepen the exchange of experience, and expand the sharing of resources, which has added impetus to promote the characteristic development and collaborative development of Confucius Institute. The Alliance has also set up an executive committee, formulated its articles of association, held regular meetings of the Alliance and the executive committee, held a series of lectures on traditional Chinese medicine culture on a regular basis, exchanged information on global traditional Chinese medicine education, research and clinical issues, raised funds and wisdom, jointly met challenges, shared opportunities, worked together for the sustainable development of traditional Chinese medicine, and worked together to promote the globalization of traditional Chinese medicine, so that traditional Chinese medicine can better serve the cause of human health.
Founded on May 28, 2018, Confucius Institute Alliance of Chongqing is an open and non-profit organization composed of Chinese universities, primary and secondary schools or relevant institutions of Chongqing Confucius Institute (classroom) on the basis of voluntariness, equality, cooperation and win-win results. Based on the principles of cooperation and exchange, resource sharing, playing a role and enhancing influence, the Alliance will focus on the advantages of all parties, integrate the resources of all parties, absorb the wisdom of all parties, increase the opening up of Chongqing's education and culture to the outside world, and promote Chongqing's foreign cultural exchanges and the construction of Chongqing's inland open highland. There are 23 universities, 14 middle schools and 3 primary schools in the member units of the Alliance.
The Alliance has set up a council, which is composed of Confucius Institute (classroom) cooperation institutions. Chongqing Normal University is the chairman unit, and Chongqing Nankai Middle School is the vice chairman. The Alliance has a secretariat as its daily office, which is located in the National Teachers Training Base for International Promotion of Chinese Language (Chongqing) where Chongqing Normal University is located. The Secretariat has four internal organizations: Communication and Liaison Department (Chongqing Normal University, Chongqing Jiaotong University), Publicity and Reporting Department (Sichuan Foreign Studies University, Sichuan Academy of Fine Arts), Policy Research Department (Chongqing University, Southwest University of Political Science and Law), and Project Activities Department (Southwest University, Chongqing Industrial and Commercial University).
Anhui Confucius Institute teacher training base was established in November 2017 to further promote the overseas promotion of Chinese and Chinese culture in Anhui Province, reserve excellent teachers for the construction, development and training of Confucius Institutes in Anhui Province, explore and study the problems of teaching, teaching materials and teachers in the development of Confucius Institutes, and promote the sustainable development of overseas Confucius Institutes in Anhui Province.
Relying on the teacher training base of Anhui Province, it serves the international Chinese education of the whole province:
1) Carry out project promotion and training activities of Confucius Institutes in the province;
2) Successfully held the first local teacher training of Confucius Institute;
3) Carry out the online project promotion and training meeting of the provincial public Chinese teacher project;
4) Carry out the selection of outstanding volunteers of Confucius Institute in Anhui Province;
5) Attach importance to theoretical research and exploration: rich achievements in the research topic of Confucius Institute Construction; Actively participate in the application of key international Chinese education projects;
6) Actively participate in on-the-job training of national public teachers and online local teacher training;
7) Pay attention to the mental health of the staff of the Confucius Institute and establish a "cloud psychological counseling room of the Confucius Institute";

On the basis of voluntariness, equality, cooperation and win-win results, the alliance of Confucius Institutes (International Chinese Education) in Chengdu Chongqing twin city economic circle is an open and non-profit organization composed of Chinese host institutions of Confucius Institutes (classrooms) in Sichuan Province and Chongqing, as well as schools, enterprises or relevant institutions committed to International Chinese education, Chinese culture communication and Chinese foreign cultural exchanges. Under the guidance of China International Chinese education foundation, Sichuan Provincial Department of education and Chongqing Municipal Education Commission, the alliance focuses on the advantages of all parties, integrates resources of all parties, strengthens the opening-up of education and culture in Sichuan and Chongqing, promotes people to people and cultural exchanges and economic and trade exchanges between Sichuan and Chongqing, and serves the construction and construction of Chengdu Chongqing double city economic circle The "one belt, one road" initiative has been put forward to promote the construction of a community of human destiny. The alliance has a dual Secretariat mechanism, and its secretariat is located at Chongqing Normal University and Sichuan Normal University.
Zhejiang Confucius Institute Teacher Selection and training center is a provincial Confucius Institute business coordination organization led by Zhejiang Provincial Department of education. It was officially inaugurated and operated in November 2016 and entrusted to Zhejiang Normal University for management. The center is mainly responsible for the business management of Confucius Institutes and international Chinese education in Colleges and universities in Zhejiang Province, provides business consulting services for colleges and Confucius Institutes in Zhejiang Province, and actively links up and down the business of Confucius Institutes and international Chinese education.
Since its establishment, the center has undertaken the qualification examination and pre examination training of all kinds of teachers in Zhejiang Confucius Institute, undertook the national Chinese international education teachers conference and the Zhejiang International Conference on Chinese education, etc., hosted the project of teacher's project publicity, selection, examination, training, Confucius college management personnel visiting the Zhejiang Institute, information briefing, WeChat official account and so on. Served 7000 volunteers, teachers and managers of various Confucius Institutes.
Established in November 2020, Confucius Institute Alliance of Jiangxi is composed of Confucius Institute host universities in Jiangxi province. The Alliance Secretariat (located at The Office of International Promotion of Chinese Language, Jiangxi Normal University) is responsible for handling routine affairs such as conference convening and data compilation.The Alliance currently has 12 members.The Alliance member universities now host 16 Confucius Institutes/Chinese Language Teaching Centers.
The Alliance adheres to the principles of cooperation and exchange, resource sharing, collaborative innovation, and enhancing influence. Its members have conducted effective cooperation in terms of the education, training, exchange of Chinese teachers, the development of teaching materials, the reform of teaching method, the operation of Confucius Institute, etc. The Alliance plays a positive role in enhancing cultural exchanges between China and foreign countries, sharing China’s stories including Jiangxi stories, and promoting connotation and high-quality development of Confucius Institute.
Jilin Confucius Institute (classroom) alliance is an open and non-profit organization composed of Chinese partners of Jilin Confucius Institute (classroom) on the basis of voluntariness, equality, cooperation and win-win. The purpose is to promote the high-quality and connotative construction of Confucius Institutes (classrooms), strengthen mutual learning and mutual learning among Confucius Institute cooperative universities in the region, promote inter school exchanges, expand cooperation fields, and further enhance the consensus of cooperative running of Chinese and foreign universities.
Founded on December 10, 2019, Liaoning Confucius Institute Cooperative University Alliance is the first non-governmental cooperative organization of international higher education linked by Confucius Institutes in China.
At present, the alliance has 43 member units, including 13 universities in Liaoning Province and 30 foreign universities. The alliance has one chairman unit and eight vice chairman units. Dalian Foreign Studies University was elected as the first chairman unit. One belt, one road, is to focus on the advantages of all parties, integrate resources from all sides, absorb all the wisdom, build a foundation for Liaoning, increase education and cultural openness, promote cultural exchanges and mutual learning, promote cultural exchanges and economic and trade exchanges, and effectively serve the "one belt and one Road initiative".

On April 24, 2019, the Confucius Institute (Classroom) Alliance of Universities and Schools in Hebei (hereinafter referred to as the alliance) was established. The alliance now has 10 host units and 52 member units. The alliance aims to promote the exchange of educational experience, to share educational resources and to strengthen mutual educational support among schools, so far to promote the healthy and sustainable development of Confucius Institutes of Hebei Province. Adhering to the concept of "interaction, mutual learning, mutual communication, mutual benefit", the Alliance establishes communication and co-construction mechanisms, integrating high-quality education resources of all parties, and enabling all allied institutions to participate in the construction and development of Confucius Institutes (classrooms).

Sichuan Confucius Institute (International Chinese Education) alliance is an open and non-profit organization under the guidance of Chinese International Education Foundation and Sichuan Provincial Department of education. On the basis of voluntariness, equality, cooperation and mutual benefit, the alliance is jointly initiated and established by the Confucius Institutes undertaking universities and relevant institutions in Sichuan Province. Based in Sichuan and serving the southwest of China, with the principles of cooperation and exchange, resource sharing, collaborative innovation and impact enhancement, the aim of the alliance is to open Sichuan Education wider to the outside world, promote exchanges and mutual learning among different civilizations, effectively serve the Belt and Road initiative and jointly build a community of shared future for mankind. The Secretariat of the alliance is located in Sichuan Normal University.
Founded in December 2016, Shanghai International Chinese Education Alliance was established by Shanghai Universities and primary and secondary school bases for the international promotion of Chinese language, which built Confucius Institutes. At present, there are 17 member units. As of November 2020, the alliance has cooperated and built 42 Confucius Institutes, 65 Confucius Classrooms and 344 teaching sites in 31 countries around the world. The alliance actively plays the role of a platform for resource sharing and coordinated development, and makes concerted efforts to create the Shanghai characteristics of the development of Confucius Institutes. Taking advantage of Shanghai's advantages as an international economic, financial, trade, shipping and scientific and technological innovation center, and giving full play to the advantages of Shanghai's continuous opening and innovation of education, it has established brand projects such as the annual White Paper of Shanghai International Chinese education, the international Chinese teacher training project "Yuhong lecture hall", the Confucius Institute and international Chinese education special research and international conference, the old Dean's forum and so on.
